[ARCHIVED] Vol Cty Temp Access and Construction Easement/Tiger Dam Removal

With the sea turtle nesting season approaching, the Florida Division of Emergency Management (FDEM) has begun the removal of the Tiger Dam with the goal of having all removed by May 1. 

Agencies are actively coordinating the installation of sand-filled geotextile containers, known as TrapBags®, to the same addresses as those who have/had the Tiger Dam and will be placed as landward as possible to combat further erosion. Unlike the Tiger Dam, the TrapBags® can remain in place through the upcoming turtle season and as allowable via the Florida Department of Environmental Protection’s (FDEP) area-wide permit.

The replacement will be at no cost to those property owners. However, the property owner must enter into an easement agreement with the county under the FDEP area-wide permit for TrapBag® placement no later than 5 p.m. April 14. 

The TrapBags® will serve as a temporary solution until the private property owner can begin constructing their permitted permanent solution. TrapBags® are designed to be a temporary form of erosion prevention and must be removed by the property owner as exhibited in the easement agreement.  

The county, coastal municipalities and state government agencies have been contacting all pertinent coastal property owners to inform them of the opportunity to receive TrapBags® and of the easement requirement.

 All other coastal property owners interested in the county's assistance for dune renourishment on their property, when available, are encouraged to contact the county to request easement documents. Staff available to execute easements

 Volusia County Public Works Department staff will be available to assist residents in executing their easement agreements from 9 a.m. to 4 p.m. Monday, April 17, in the third-floor conference room of the Volusia County Beach Safety Headquarters, 515 S. Atlantic Ave., Daytona Beach.

Complimentary notary services for the execution of easements will also be available.

The County temporary construction easement document can also be picked up, notarized, and dropped off at the Planning & Development Department office at Town Hall during office hours, M-F 8:00 AM – 4:00 PM.
